A Top International University with Excellent Teaching and Distinctive Research Since its establishment in 1953, our university has grown from the Taiwan Provincial Maritime Junior College, Taiwan Provincial College of Marine Science, and National Taiwan College of Marine Science to the present-day National Taiwan Ocean University. Under the outstanding leadership of successive presidents and the dedicated efforts of faculty and students, the university has gradually expanded its campus from a mere 300 square meters to a sprawling 60-hectare campus. It has evolved into a world-class university that excels in "ocean-centric but not ocean-limited" education, as well as distinguished research. Currently, our university has three campuses: the Main Campus, Matsu Campus, and Taoyuan Guanyin Campus. We have seven colleges, including 22 departments, 12 independent graduate institutes, 28 master's programs, 20 doctoral programs, and 13 executive master's programs. The university has nearly 9,000 students, including around 500 international students from various countries, making it one of the most comprehensive and internationally renowned oceanographic institutions. The Main Campus is located near Keelung Port, with a picturesque setting by the mountains and sea. It is adjacent to Heping Island, Zhengbin Fishing Port, Bisha Fishing Port, and the Maritime Technology Museum. The campus also features the unique Longgang Ecological Park, offering a breathtaking view of the boundless Pacific Ocean. The Matsu Campus, established in September 2017, has three departments closely aligned with the direction of Matsu's industry development. It also houses the Matsu Marine Research Center, promoting interdisciplinary talents in the marine industry. In November 2018, the Taoyuan Guanyin Campus established the "Marine Innovation Incubation Center," building marine environmental observation platforms and marine science parks. This collaboration with the Taoyuan City Government aims to develop Taoyuan as a large-scale international metropolis combining land, sea, and air. Over the years, our university has received recognition in teaching, research, and service. Since 2005, it has been selected as a key university in the Ministry of Education's "Teaching Excellence Project." From 2006 onwards, the university has continuously obtained funding from the Ministry of Education's "Five-Year, NT$50 Billion Development Program for World-Class Universities and Top Research Centers," "Program for Promoting Academic Excellence of Universities," "Program for Enhancing University Excellence" (Part 1 and Part 2), and the special subsidy for the "University Social Responsibility (USR) Project." In 2021, our university was honored with the Far Eastern USR Model Award. The university's journal, "Journal of Marine Science and Technology (JMST)," became the first journal published by a domestic university to be entrusted to ELSEVIER and included in the SCI and EI databases, receiving recognition for teaching, research, and service. Our university actively integrates academic resources, expands its research capabilities, strives for research and industry collaboration projects, attracts international marine professionals, and improves teaching, experimental facilities, internships, and field investigations. We promote cooperation between the university and industry to strengthen research and development capabilities, resulting in significant achievements. Research collaboration and technology transfer funds have increased substantially, with industry-academia collaboration funding growing from 580 million to over 1.25 billion NT dollars and technology transfer funding increasing from 4 million to over 50 million NT dollars since 2011. We promote the integration of professional knowledge and practical experience, broaden students' international perspectives, vigorously encourage off-campus internships, and provide opportunities for students to study abroad. We aim to cultivate talents with a global outlook and social competitiveness. Additionally, we have established a "Marine Pearl Fund" of 20 million NT dollars to invite international experts, thereby enhancing teaching and research standards. We actively promote "2+1" dual-degree programs to accelerate the internationalization of the university. We also align with the national "Ocean White Paper" and "Green Energy" policies to cultivate talents in important marine professions, including offshore wind power maritime engineering, smart ships, and high-paying positions such as ship captains. We nurture specialized professionals in fields such as AI applications, food science and safety, biotechnology and healthcare, marine environmental conservation, and high-tech biology and aquaculture. The university provides an environment for student club development and sports facilities, embodying the goal of holistic education to foster talents with a comprehensive understanding of the ocean and competitive skills in society. Furthermore, we actively collaborate with high schools, vocational schools, universities, and research institutes both domestically and internationally, executing the "Ministry of Education's University Social Responsibility (USR) Project." This initiative expands our impact and contributions to society, enhancing the reputation of our oceanic endeavors. Based on the university's past achievements in teaching and research, we will uphold the ten visions and concepts of the "Constructing a Top Ocean University" initiative. Leading the faculty, students, and administrative team, we will continue to improve teaching methods, foster innovation, promote campus harmony, and fulfill our university's social responsibilities. Externally, we will expand external resources, enhance key technological research and showcase the university's distinctive research outcomes, strengthen the quality and quantity of industry-academia collaboration, enhance the university's international competitiveness, and global rankings. Our goal is to cultivate interdisciplinary ocean professionals with an international perspective and local commitment. We strive to create an "inspiring university" and a "vital university" that is indispensable to society.
